Cross-platform Terraform CLI installation with Huawei Cloud mirror by default (avoids GitHub network issues).

Python 3.6+ (required for installation script)
Network access to:
- releases.hashicorp.com (Terraform binary)
- mirrors.huaweicloud.com (HuaweiCloud Provider)
